Ethiopia National ICT Resources

  • The National ICT Policy was retrieved from the Ethiopian Free and Open Source Software Network (EFOSSNET). It was published in English, and references the “ICT for Development 2010 Plan.” 
  • The Ministry of Communication and Information Technology directs Ethiopia’s ICT policy, and their website can be found here. This resource was of limited value in writing the short papers because many links are inaccessible or in Amharic.

ICT4D Reflection

Over the course of this semester, several concepts have emerged consistently through each module. When considering the biggest failures in ICT4D (specifically OLPC), a lack of context consideration seemed to be the most consistent factor contributing to that failure. In the interest of monetary gains, aid projects are sometimes deployed in a one-size-fits-all manner that simply cannot accommodate the most marginalized groups and their unique interests in completely different countries. While this notion has been especially stressed through most IDEV classes I’ve taken at Tulane, the idea that existing technologies are often the best way to overcome barriers to access was particularly emphasized in ICT4D. It seems intuitive that individuals would be most comfortable embracing development efforts when familiar with the technology tools, but the appeal of shiny new technologies tends to cloud the application of this approach.

From my personal experience in the class, I was most interested to see the ways that development organizations persuade end users to adopt new ICTs. It’s easy to overlook the fact that recipients need substantial incentives, another seemingly intuitive notion that stuck with me, and would likely have value in a development profession. Most of the time, ICTs are not valuable until many users have adopted them, so providing ample incentives to get the technology tools in the hands of the preliminary users are especially challenging, yet pertinent, to provide. One theoretical concept, ICT 2.0, nicely integrates many of these important considerations in its approach by advocating community input (which assists in determining users’ interests/values) and improving existing technologies instead of simply adding novel technologies. From my time in this class, I feel that an approach based off of ICT4D 2.0 as a starting point would be more likely to succeed.


Big Data: Trends, Concerns, Implications

Having heard Adam Papendieck discuss the value of big data, I looked into an article about how it’s being utilized in the Caribbean. Given the abstract nature of these huge sets of data, Michele Marius characterizes big data by the 3 V’s (and three corresponding challenges in big data processing): volume, velocity, and variety. She explains that the volume is growing exceedingly large, making conventional processing expensive and tedious. With velocity, she explains that the rate at which data is generated is vital, as many firms must be able to process and evaluate the information in real time. Lastly, as we heard from Adam, big data can come from a variety of sources, and the analysis of each source’s data together is becoming increasingly relevant.

As Adam described the trends in ICTs around the world, there are trends developing in how big data is utilized as well:

  • With analytics becoming more effective and faster, the value of big data may be realized by groups other than just big corporations
  • Data may become even more commoditized, but mainly of value to organizations as opposed to individuals
  • There is a shift toward using big data to provide more personalized user experiences

Despite these exciting developments in this valuable yet expansive information, significant issues must be addressed. Although big data allows for better end user services, private information is often compromised, and Marius warns that consumers may have to concede even more privacy in the future. In addition, she explains that the U.S. alone may be lacking up to 190,000 trained analysts by 2018 to make effective decisions with big data.

In developing countries, the prevalence of data mining is presumably limited in volume, but not necessarily utility. As seen with the use of Twitter in crises, even relatively scarce big data can offer impressive insight. With big data processing still emerging in these areas, firms that emphasize it can gain a competitive advantage over similar firms.

Cyber Security in Jamaica

In an article on ICT Pulse by Michele Marius, she describes a seminar in Jamaica from earlier this year in which she discussed the cyber security of individuals as well as government organizations in the Caribbean. As she explains, the Tax Administration of Jamaica (TAJ) was hacked for valuable information, which was subsequently shared on Twitter (not the most productive use of ICTs). The TAJ never confirmed this cyberattack, there was very little information on it in the local media, and some reports suggest the TAJ was not even aware of the attack.

Marius prescribes the implementation of Computer Emergency Response Teams (CERTs), which help to prevent cyber attacks, or at least limit damage. She suggests that CERTs’ expensive nature should not deter Caribbean nations from paying for their services as cyber attacks are becoming increasingly prevalent and costly. She also describes the interesting notion that these cyber attacks in developing countries have the capacity to go unreported to citizens. As a result, when cyber security is breached, she insinuates that there must be an established trust between the state and its citizens, so the individuals can take appropriate precautions, particularly in these developing countries where alternative news sources like Twitter are less accessible.


Kony 2012: Unsuccessful, but Unfairly Criticized

In an article from the Huffington Post from the height of the Kony 2012 video’s hype, the author delves into the shortcomings of the campaign and describes why the project was ultimately a huge waste of money. However, I feel that much of this criticism is unfair, and while the video has plenty of flaws, the project was not as much of a failure as the many critics like to believe.

In the article, the author describes several problems with the whole campaign:

  • An African audience found the use of the narrator’s son, a young white American, offensive for the simplifying nature of his input
  • A white American narrator was not especially appreciated, and in the midst of the recent discovery of oil resources in Uganda, many African viewers were reluctant to welcome American intervention.
  • The viewers asserted that making Kony infamous, and hunting him, was less important than actually providing assistance to the afflicted Africans, particularly because of the moral motivation behind the video.
  • The militaristic approach described in the video could risk the lives of child soldiers caught in the crossfire, a concern voiced by Africans as well as American critics.
  • The video simplifies a complex problem.
  • The impact of Kony’s army in Congo, South Sudan, and the Central African Republic are not mentioned.

To a certain extent, many of these claims are validated by the result of the campaign. However, it is worth noting that the video succeeds in describing the personal aspect of suffering in conflicted regions to a largely ignorant American audience. The article also mentions that when Ugandans watched the video, they angrily responded with yelling and stone-throwing, and while this is pertinent in the evaluation of the video, we must remember that the video’s purpose was to raise awareness among young American populations, which it did very well. Furthermore, some of the criticism was more flawed than the video itself; CNN conducted interviews in the secure capital of Kampala, rather than northern Uganda where Kony’s forces were most felt (Kony 2012 Video). The video certainly fails to mention the geographic scope of Kony’s influence, but I would argue that the value of the video lies not in what is (or isn’t) explicitly described, rather in its impact, which comes in the form of the March 21st resolution wherein the US pledged to assist all four of the previously mentioned countries in stopping Kony. Whether the viewers know exactly where these atrocities take place is irrelevant if the policy makers are informed on the issue, which they were in this case.

Despite my assertions regarding Kony 2012′s value, the campaign is undoubtedly flawed and with limitations. In conveying the intervention as such a simple task, the video effectively encourages participation, but there is danger in assuming such a straightforward approach. Furthermore, we cannot even be sure that military intervention is the proper response; rather, it may be more valuable to tackle the systemic issues that allow for child armies in these developing societies. Ultimately, the simplicity that likely contributed to the video’s popularity is its downfall because it fosters the perception of viewing development efforts as clear-cut and simplistic.


The Establishment of E-Government in the United States at the Grassroots Level

In our group’s examination of the potential for ICTs in government, we evaluated the array of challenges associated with instituting e-government in regions devoid of widespread internet access or smart phones. In an article by Norris and Moon, published in the Public Administration Review, the authors consider the utility of e-government in the US, and why it still has a long way to go.

Norris and Moon explain that all federal agencies, state governments, and 80% of local governments currently have websites, although the sites are largely very basic with only simple downloadable forms and static information pages. They argue that the establishment of two-way transactional e-government (making payments, recording complaints, etc.) at the grassroots level (city or county) is vital because these websites offer the most services directly to the people, and therefore have the greatest potential impact. Ultimately, the authors propose that ICTs can improve efficiency, accuracy, timeliness, effectiveness, and extend workers’ capacity to work.

In our presentation of ICT4D in government, we determined the main challenges to be centered around lacking infrastructure and technology literacy. In contrast, the authors’ interviews with government employees show that the two biggest challenges facing e-government in the US are lacking staff devoted to the website and lacking financial resources. These barriers are substantially less daunting than those facing developing countries, and could be alleviated in the foreseeable future. With increasing resources devoted to researching these potentially valuable technologies, it seems likely that additional government funding could be used for e-government. In the US, where this funding is much more accessible, both of these challenges would be effectively mitigated. Ultimately, in the context of a developed country, ICTs appear more immediately useful, and will offer citizens and government workers alike greater convenience as they are slowly adopted and deployed.


Automated Texting Services for Low-Resource Languages

Following our class period with Robert Munro, I found myself browsing through his Twitter and found an article describing his PhD topic in an August 9th Tweet. Within the article, he elaborates on some of the concepts discussed in class; as he explains, so many of the 5,000+ languages of the world are being written for the first time ever with the proliferation of mobile telephony, but the technology to process these languages cannot keep up. Compounding the problem, these phone users are of varied literacy levels, making for spelling inconsistencies among users. However, he concludes that automated information systems can pull out words that are least likely to vary in spelling (ie people, places, organizations) and examine subword variation by identifying affixes within words as well as accounting for phonological or orthographic variation (ie recognize vs. recognise). The article goes on to provide more technical prescriptions for automated text response services, and he even links to another article in a separate Tweet, which describes Powerset, a natural language search system that ultimately failed, but utilized a few valuable processes.

Ultimately, Dr. Munro implies that the capacity for automated text services in “low-resource languages” is well within reach, particularly because the messages are generally just one to two sentences. Because spelling variations are predictable, they can be modeled, and hopefully reliably answered by automated systems. However, the use of these systems will not be realized until they become more reliable and efficient than human responders, which, as he explained in class, can be extremely effective.


OLPC in “Infrustructurally-Challenged” Ethiopia

As we discussed in class, the OLPC program certainly falls victim to its share of flaws, particularly in the lesser developed countries of the world. However, on the map on the OLPC website, the program shows a total of 6,000 laptops distributed to Ethiopian children. This seems like a poorly prescribed solution for education in a country that boasts a miniscule 0.7% internet penetration rate (internet world stats). What’s more, only 60% of the children of the country are enrolled in school, with a teacher-student ratio of 1 to 72 (OLPC Ethiopia Wikipedia Page). As a result, providing laptop access seems like a poorly evaluated initiative to combat more pressing issues.

As it turns out, it was. Not only were the XO laptops ineffective in a school environment, but, as Wayan Vota explains, they were banned by teachers and parents alike. Due to the class structure of teachers writing on the board while students copy down lessons, the laptops served as merely ultra-expensive notebooks. It is difficult to place blame on the teachers here because they had no training with the laptops, so they simply applied the technology to the system they know. Students began to explore the machines’ capabilities, undermining the teachers’ lessons. This tendency painted the laptops in a very negative light for parents and teachers, who saw the machines as more of toys than study facilitators, although this may be in part due to the introduction of educational technology to a society more acclimated to traditional teaching methods. Although the laptops do provide children with the chance to improve their e-literacy in a country largely devoid of technology, these advances will go largely unnoticed by academic evaluations because the national exam tests students on their ability to memorize the information presented in class. Beyond the obvious flaws of the OLPC program, Ethiopia demonstrates how societal problems can compound the project’s inherent problems.

Contrary to the stance on these machines that Ethiopian elders have taken, a study by the University of Groningen reveals that the laptops may be more effective than the teachers and parents would like to admit. The preponderance of the 662 students surveyed claimed to use the machines everyday, or at the very least “often per week” (although usage was higher in the city compared to rural areas). In addition, the overwhelmingly favorite use for the laptop was for writing with a total of 270 individuals (compared to only 39 choosing gaming). Most notably however, is the trend in motivation to attend school (particularly in the countryside), where students with laptops demonstrated a substantially higher level of motivation to attend school. Although it is easy to point out glaring flaws in the OLPC program, some less conventional measurements may indicate that the laptops are not only usable, but support learning as well.


The Importance of Existing Infrastructure in Implementing Smart Grid Technology

As we have discussed at length in class, the extent of a country’s initial infrastructure plays a huge role in determining which technologies are appropriate for that region’s context. In the case of Smart Grids (efficient power grids that effectively utilize solar power and minimize wasted energy), existing infrastructure is similarly vital. As a news article in Renew Grid Magazine explains, private companies are flocking to invest in smart grid technology in the Asian Pacific, Singapore, and Australia because of extensive infrastructure, high technology acceptance, and advanced software. In addition, the establishment of these new systems has created a large market for telecom operators and equipment manufacturers.

This Article demonstrates how vital the current state of ICT infrastructure is to the future of developing countries. From the business perspective of development, it becomes clear that certain technologies must be in place for further technology spread to be funded. In effect, this means that the poorest countries are likely to be neglected from the plans of private tech companies. In the case of smart grids, which, once implemented, make ICTs more prevalent and efficient, ICT infrastructure must be in place to fuel further infrastructure development. Although we discussed the importance of infrastructure for starting novel ICTs, it is also essentially vital private investment and subsequent economic growth. Although the incipient information societies of the poorest countries offer little economic or social benefit to spending money on ICTs, this spending may be necessary for these countries’ future development. “Information Communication Technology for Poverty Reduction”

In an article cited by Unwin in chapter 5, Gerster and Zimmerman (2003) explain how ICTs can be implemented to directly combat poverty. They start by broadly describing two methods for supplying technology: demand-driven and supply-driven approaches. In the supply approach, the focus falls on supplying technology, while (much like ICT4D 1.0) connectivity and access are largely overlooked. The demand-driven approach stresses capacity building and knowledge sharing (more akin to ICT4D 2.0). The more practical demand approach is further broken down into 4 classifications:

  • Pro-poor Growth Strategy: Focus on income generation with special consideration given to women, rural development, and pro-poor tax structures.
  • Sustainable Livelihoods Strategy: This framework puts people first by moving away from simple income creation and towards considering rural groups’ assets, constraints, and aspirations.
  • Resources & Redistribution Strategy: This strategy is based on the belief that regions with unevenly distributed assets face significantly smaller overall economic gains. As a result this strives to fairly distribute technology, particularly in the face of emergencies.
  • Rights & Empowerment Strategy: This approach attempts to give individuals a choice in their livelihood, which offers poor people the opportunity to become the “engines of development” (p. 16).

Towards the end of the article, Gerster and Zimmerman provide several case studies to demonstrate how ICTs can directly provide poverty alleviation. In a pro-poor growth strategy in Kyrgyzstan, community-based tourism (CBT) has flourished thanks in large part to internet access. The seven CBT groups have internet access, which allows communication and reservation booking options for European travelers. Through this expanded industry, tourism provides economic opportunities in this developing region. In an unrelated program in Kenya with a rights and empowerment approach, poor women were offered access to a broadcast workshop to bridge the gap between this demographic and policy makers. As a result, impoverished women now actively participate in Women’s Day and supply broadcast stations with news segments and development video clips. Due to education in video-making, ICTs provide women in Kenya with brand new economic opportunities. It’s easy to fixate on the simple passing of knowledge when examining technology spread, but this article demonstrates how knowledge, or the ICTs themselves, can offer more tangible results: income opportunities for economically marginalized groups.
